The Dark Council is the ruling body of the Sith Empire. It is comprised of twelve Sith Lords that obey the Sith Emperor. After the Treaty of Coruscant and the conclusion of the Great War, the Emperor withdrew to pursue his own mysterious goals, deferring power over the Empire to the Dark Council. The Dark Council then oversaw the consolidation of the Empire's new domains. After rising to the throne, Empress Acina streamlined the structure of the council from twelve members to five. Each of the members now oversee two to three spheres of power controlled by the original council.

- Darth Vowrawn's position after The War for Iokath depends on who the player sided with. If the player sided with the Republic, Empress Acina dies, Vowrawn ascends the throne, and Darth Shaar succeeds him as Head of Civil Administration.
