Carrick Station or 
Vaiken Spacedock.

Speak to Sama Zo on Voss. This mission may only be completed during "Bounty Contract Week." You may only complete one Kingpin bounty contract per day. You have accepted a Kingpin contract with the Bounty Brokers Association. Completion of this contract will require you to meet with the client who posted the bounty, use seeker probes and macrobinoculars to pinpoint the target's location, and then kill or capture the target in question. Evidence of your success must be submitted to the client before this contract may be redeemed for your reward. |

Sama Zo can be found on the bridge from the Alien Enclave Market to the Judicial Quarter. Eryn Talosa can be found on the second level of the Tower of Prophecy.
Sama Zo provides a Carbonite Grenade for capturing the bounty alive, if the player so chooses, and a BBA Fleet Transport Authorization upon returning with the completed bounty.
